Westminster, MD, Thursday, July 17, 2025 – Carroll County Economic Development was pleased to host Tom Barkin, President and CEO of the Federal Reserve Bank of Richmond for a series of meetings with Carroll County business, education and government leaders on July 16, 2025.

Mr. Barkin uses Community Conversation outreach events to share and learn more about local communities in regions served by the Richmond Federal Reserve. The Fifth Federal Reserve District includes North and South Carolina, Virginia, Maryland, Washington, D.C. and most of West Virginia. Tom is passionate about engaging firsthand with business, civic and community leaders with a goal of providing insight into how the Fifth District economy is faring, informing Tom’s monetary policy perspective.

“We were honored to welcome Mr. Barkin to Carroll County and provide a timely opportunity for local community leaders to share their input on the economy as well as to have Tom share remarks and answer questions from his point of view,” said Director of Economic Development Director Denise Beaver. “Mr. Barkin emphasizes community engagement to keep a finger on the pulse of local communities in his district. We were pleased to provide a forum for him to engage with business and community leaders to learn about Carroll’s economy and business successes in addition to him providing federal perspective on this challenging economic time.”
