County Recognizes National Apprenticeship Day – April 30th

Westminster, MD, Friday, April 25, 2025 – Yesterday in Open Session, the Carroll County Board of Commissioners were pleased to recognize April 30, 2025 as 2025 National Apprenticeship Day,  sponsored by the U.S. Department of Labor.

National Apprenticeship Week is a nationwide celebration where Apprenticeship USA partners—including employers, apprentices and graduates, industry leaders, labor organizations, community-based groups, workforce partners, educational institutions, and all levels of government—host events that highlight the success and value of Registered Apprenticeship programs.

These events showcase how apprenticeships strengthen our economy by developing a highly skilled workforce that meets industry demands, while also creating clear pathways for career seekers to launch into in-demand jobs.

The U.S. Department of Labor coordinates National Apprenticeship Week in alignment with the National Apprenticeship Act (50 Stat. 664; 29 U.S.C. 50), promoting the growth and awareness of Registered Apprenticeship programs across the country.

Carroll County Department of Economic Development Director Denise Beaver and Carroll County Workforce Development Center Manager Heather Powell were joined by CCPS personnel Dr. Cynthia McCabe, Superintendent of Schools, Angie McCauslin, Maryland Blueprint Administrator, and Bill Eckles, Supervisor of Career and Technology Education. The student representing current apprentices was Olivia Strine, a 12^th grader at Winters Mill High School who is in the Career and Technical Education (CTE) Completer in the Teacher Academy of Maryland Program and is current participating in an apprenticeship with Carroll County Public Schools. Dr. Rose Mince, President of Carroll Community College, also attended and spoke of the many apprenticeships that the college supports through their trades training programs.

Director Beaver said “The Carroll County Workforce Development Board includes Carroll County Workforce Development, Carroll Community College, Carroll County Public Schools, Maryland Labor, and the local business community working collaboratively to strengthen Carroll’s thriving economy. Together, we are creating sustainable, robust career pathways that empower our citizens.”

Workforce Development Manager Heather Powell noted, “Recognizing the importance of hands-on learning, this partnership has expanded youth apprenticeship opportunities—providing young people with the chance to earn while they learn in high-demand careers that enable them to live and work right here in our community.”

The county is happy to acknowledge National Apprenticeship Day as a great opportunity to recognize and celebrate both individuals, businesses and community partners who participate in the county’s apprenticeship system.

Funding for services is provided through Federal, State and Local resources. 62.00% of funds are  Federal, 29.54% are State funds and 8.46% are from Local funds. Our federal funding for Program Year 2024 (FY25) is $2,139,118.98.
