In 2016, The Milken Institute ranks Maryland third overall nationally for its rich technology and science assets including research & development, risk capital and infrastructure, human capital investment (labor force talent), technology and science work force, and technology concentration as a part of total business. Maryland ranks 1st in the nation for Technology and Science Workforce Composition Index and places consistently in the top ten in all five composite indices.

Support for entrepreneurs

Entrepreneurship is encouraged and supported through the Carroll County Small Business Development Center, the Carroll Community College Miller Resource Center, the Carroll Technology Council, and local business associations. These groups provide excellent programs, resources and networking opportunities for small business owners.

Highly skilled workforce

Carroll County maintains a reputation for a high quality workforce, good schools, and a high educational attainment of residents. Carroll County students consistently score above state and national averages on the Scholastic Aptitude Test and other standardized tests. Carroll County also has one of the highest college attendance rates in the state. 100% of Carroll County classrooms have internet access and a computer ratio of 3:1. Students have access to a wide variety of software applications and digital curriculum and every day they learn new computer skills, Internet literacy, and how technology can enhance and better prepare them for the world of work.

Technology Training

Carroll County Public School's award-winning career and technology educational programs are among the best in the state. Technology education programs include Computer Technology; Media and Communication Technology; Technical Support and Networking; Microsoft, CISCO, and A+ Certifications; and Project Lead the Way, a pre-engineering program.

The Career and Technology Center's Computer Technology Program has been recognized as the most outstanding Career and Technology Program in the state by the Maryland State Department of Education.

Carroll Community College Business & Training Services offers an extensive curriculum of technology, business, and professional development courses from internationally renowned training organizations that can be customized to meet specific training needs. The campus is networked with IBM computer labs, seminar rooms, interactive video training rooms, and lab space for all levels of technical training. Customized on-site technology training is also available to Carroll businesses.

Quality of life

Carroll County is an excellent place to live, work and raise a family. Strong family- oriented communities offer a wide variety of safe, affordable places to live. State-of-the-art medical facilities and a high performing school system make Carroll County home for tech-savvy individuals and corporations.

Physical infrastructure

Carroll County is focusing technology infrastructure investments in the development of the Westminster Technology Park, a 63 acre park near the Carroll County Regional Airport, and in the Warfield Corporate Center, a 97 acre redevelopment project in the Town of Sykesville. These technology parks have competitive land and building sites that are ready for development by high-tech companies.

Carroll County is serviced by Baltimore Gas & Electric, Allegheny Power, Verizon, Comcast Communications, and other local providers that offer service on proprietary and leased infrastructure.

Risk Capital

Carroll County tech companies are easily linked to statewide and regional sources of capital to finance the development or adoption of new technology. Support services that help companies apply for financing are available through local and regional investment and finance experts.

Strong Leadership and Good Government

Carroll County follows a technology-based economic development plan that increases the competitiveness of resident companies through technical assistance and training programs. Strong partnerships with local, regional and state technology experts, resources and organizations keep Carroll County businesses active in technology development throughout the state.
