Carroll County recognizes that small businesses and the entrepreneur are vital aspects of our local economy. Therefore, there is a small business assistance infrastructure in place to assist new, existing and start-up companies.

Small Business & Technology Development Center (SBTDC)

Carroll County's SBDC is in partnership between the Small Business Administration and the Carroll County Department of Economic Development in Westminster. This partnership links private enterprise, government, higher education and local economic development organizations to provide management training and technical assistance to Maryland small businesses. Miller Resources for Entrepreneurs at Carroll Community College

Miller Resources for Entrepreneurs, a service of Carroll Community College, combines the small business services of the County into a single point of access for the entrepreneur and small business owner.


Miller’s expanded partnership with Carroll County Government and the Small Business Development Center (SBDC) streamlines and enhances the services provided for small business development in the county.


Through consultations, classes and events, Miller instructors and advisors develop strategies and provide support for business owners, connecting them with local, state and federal resources such as funding, technical support and industry specific expertise.

SBA Loans

Carroll County Development Corporation (CCDC)

CCDC is a source of investment and debt financing to support local small business and economic growth in the Carroll County area. The goal of the CCDC is to promote, develop and improve the economic conditions of the people in Carroll County through loans, investments and other business transactions supporting small businesses. Carroll County Chamber of Commerce

The Carroll County Chamber of Commerce has more than 500 members. The Chamber provides opportunities for business owners to meet potential clients and network with other business leaders. Guest speakers, such as congressional leaders, are featured to discuss legislative agendas and other items of particular interest to the business community.

Service Corps of Retired Engineers (SCORE)
