Carroll County has streamlined the local permitting system with a "priority review process". The Department works in conjunction with the Department of Planning to designate priority projects. This designation ensures projects are given the attention they deserve throughout the review process.
In addition, the County has streamlined regulations for smaller site plans. Generally, business development projects disturbing less than 5,000 square feet with no additional proposed road entrances or other special considerations may be eligible for a simplified site plan review. This designation also exempts the project from development review fees, though other fees do apply.
